Hello, I have been looking for a pattern to make an Amish Cape Dress  in plus size. Anyone know where I can find one?

I'm not sure.  But I think Candle On The Hill has new owners.

Depends on how large.  Candle on the Hill has sizes up to 2XL.  Their patterns are really good and easy to use.  You could also scale up depending on where you need more room.
